1. Enterprises according to Circular 200/2014/TT-BTC
– State-owned enterprises prepare reports quarterly and annually and must submit them to the following agencies:
+ Financial agency.
+ Tax authority.
+ Statistics agency.
+ Superior enterprise.
+ Business registration agency.
– Foreign-invested enterprises report on a yearly basis and must submit to the following agencies:
+ Financial agency.
+ Tax authority.
+ Statistics agency.
+ Superior enterprise.
+ Business registration agency.
– Other types of businesses
+ Tax authority.
+ Statistics agency.
+ Superior enterprise.
+ Business registration agency.
In addition to the above agencies, businesses must submit financial reports to the following units:
+ For state-owned enterprises located in provinces and centrally run cities, they must prepare and submit to the Department of Finance of the province and centrally run city.
+ For central state-owned enterprises, they must also submit to the Ministry of Finance (Department of Enterprise Finance).
+ For types of state-owned enterprises such as commercial banks, lottery companies, credit institutions, insurance businesses, and securities trading companies, they must submit to the Ministry of Finance (Department of Banking and Finance). or the Department of Insurance Supervision and Administration).
+ Securities trading companies and public companies must submit to the State Securities Commission and the Stock Exchange.
+ For State Corporations, they must also pay to the Ministry of Finance (General Department of Taxation).
+ For enterprises whose financial statements are required by law to have their financial statements audited, they must be audited before submitting the financial statements according to regulations. The financial statements of enterprises that have been audited must have the audit report attached Financial report when submitting to state management agencies and superior businesses.
+ For enterprises with foreign direct investment (FDI) must pay Financial report to the Department of Finance of the provinces and centrally run cities where the enterprise's main business headquarters is registered.
+ For state-owned enterprises that own 100% of charter capital, the enterprise must also pay Financial report for assigned and decentralized agencies and organizations to exercise the owner's rights.
+ Enterprises (including domestic enterprises and foreign-invested enterprises) whose headquarters are located in export processing zones, industrial parks, and high-tech zones must also submit annual financial reports to the Management Board. manage export processing zones, industrial parks, and high-tech parks if required.
Note: Businesses need to pay attention to the following time for submitting financial reports
– For state-owned enterprises
+ The accounting unit must pay Annual financial reports no later than 30 days from the end of the annual accounting period; For parent companies and state corporations, no later than 90 days;
+ Submitted by the accounting unit under the State Corporation Financial report year to the parent company, Corporation according to the time limit prescribed by the parent company, Corporation.
– Accounting units are private enterprises and partnerships that must pay Annual financial reports no later than 30 days from the end of the annual accounting period;
– For other accounting units, submission deadline Annual financial reports no later than 90 days;
– The affiliated accounting unit submits its annual financial report to the superior accounting unit according to the deadline prescribed by the superior accounting unit.
2. Enterprises according to Decision 48/2006/QD-BTC: To which agencies must financial reports be submitted?
– Limited companies, joint stock companies, partnerships, and private enterprises must submit financial reports to the following agencies:

+ Statistics agency.
– Cooperatives must submit financial reports to the following agencies:
+ Tax authority.
+ Business registration agency.
Note: Businesses need to pay attention to the submission time financial report as follows
– For limited liability companies, joint stock companies and cooperatives, the deadline for submitting annual financial reports is 90 days from the end of the fiscal year.
– For private enterprises and partnerships, the deadline for submitting annual financial reports is 30 days from the end of the fiscal year.
